2023 U.S. Military Basic Pay Charts

On December 23, 2022, President Biden signed into law the National Defense Authorization Act for Fiscal Year 2023 which contains a 4.6 percent military basic pay raise. The raise becomes effective on January 1, 2023.

On December 15, 2022, the full Senate approved the reconciled National Defense Authorization Act for 2023 by a vote of 83-11. The bill now goes to President Biden for signature.

On December 8, 2022, the full House of Representatives by a vote of 350-80 approved a reconciled National Defense Authorization Act for 2023. Unlike previous years, the Senate Armed Services Committee move directly into a reconciliation phase using the House’s approved bill as a starting point. For the first time this year, the full Senate is expected to consider and pass the bill next week with the 4.6 percent pay raise intact.

On July 14, 2022, the House of Representatives passed their version of the National Defense Authorization Act for Fiscal Year 2023 by a vote of 329 to 101. The bill allows for the 4.6 percent military pay raise proposed by President Biden on March 28th. Next up, the Senate.

On March 28, 2022, President Biden released his budget proposal for Fiscal Year 2023. According to the President’s release, “Budget of the U.S. Government Fiscal Year 2023”, he is proposing “a pay increase of 4.6 percent for civilian and military personnel.” The increase is in-line with U.S.C. Title 37, Chapter 19, § 1009.

On October 29, 2021 at 0830EDT, the United States Bureau of Labor Statistics released Employment Cost Index (ECI). According to law defined in U.S.C. Title 37 Chapter 19, §1009, this morning’s release will be the military pay raise percentage for 2023 unless a separate action is taken by the President or Congress. Based on this morning’s release, the pay raise will be 4.6 percent, and if ultimately approved, it will become effective January 1, 2023.

NOTE 1. Military basic pay for O-7 through O-10 is limited by the Level II of the Executive Schedule which is $17,675.10.

NOTE 2. Basic pay for pay grades O-6 and below is limited to the rate of basic pay for Level V of the Executive Schedule which is $14,341.80.

E pay scale is Enlisted, W scale is Warrant Officer, O scale is Commissioned Officer. Effective January 1, 2023.
